Southampton City Council has implemented an Additional HMO Licensing scheme, effective from 1 October 2025 to 30 September 2030, covering nine specific wards: Banister and Polygon, Bargate, Bassett, Bevois, Freemantle, Millbrook, Portswood, Shirley, and Swaythling. This scheme mandates licensing for smaller Houses in Multiple Occupation (HMOs) with three or four occupants, as well as HMOs within purpose-built blocks, in these designated areas. This is in addition to the existing Mandatory HMO licensing for properties with five or more occupants city-wide. Landlords must apply for a licence within three months of the scheme's start date to avoid higher fees and potential enforcement action. The fees vary based on compliance and application timeliness, with a standard timely and compliant application costing £953, and a late application incurring a fee of £1,618. Discounts are available for large student accommodation providers adhering to the ANUK National Code. The council's aim is to enhance housing standards and tenant safety within Southampton's private rented sector.
